Children's Express Lane to Health Coverage Act of 2007


This bill has been introduced by Senators Lugar (R-IN) and Bingaman (D-NM). The bill gives states the option to implement Express Lane and more easily reach children who are eligible for Medicaid and SCHIP but not enrolled. In particular, it would give states the flexibility to use findings that were made by nutrition assistance or other public programs serving low-income children (findings such as income and assets, despite differences in methodology) as the basis for making a Medicaid or SCHIP eligibility determination. The bill also provides states with financial support for improvements to their eligibility technology that would allow for genuinely streamlined enrollment systems as well as enhanced verification and administrative efficiency.
